Civil Services Examination (CSE)

  • Civil Service, The backbone of the Indian Government machinery constitutes all the departments which run the State administration.   • Entry into the IAS, IPS and the Central Service, Group A and Group B is through the All India Combined Competitive Examination for the Civil Services conducted by the Union Public Service Commission (UPSC) in different centers spread all over the country. Plan of Examination: Civil Services Examination is conducted in two stages.

  1. Civil Services (Preliminary) Examination.
  2. Civil Services (Main) Examination.

Educational Qualification: Degree of a recognized university or equivalent.

Age limit:  21 to 30 years of age, relaxation of 3 years to OBC and 5 years to SC/ST category candidates.

Attempts: For General Category – 6 attempts

For OBC Category – 7 attempts

For SC/ST Category – No Limit

Civil Service (Preliminary) Examination:

  • This examination is meant to serve as a screening test only; the marks obtained in the Preliminary Examination by the candidates who are declared qualified for admission to the Main Examination will not be counted for determining their final order of merit. The number of candidates to be admitted to the Main Examination will be about twelve to thirteen times the total approximate number of vacancies to be filled in the year in the various services and post. Only those candidates who are declared by the commission to have qualified in the Preliminary Examination in the year are eligible for writing the Main Examination of that year.
  • The Preliminary Examination consists of two papers of objective type (Multiple-choice questions) carrying a maximum of 400 marks. The Question Papers (Test Booklets) are set in English & Hindi.

General Studies – Paper I (200 Marks)

General Studies – Paper II (200 Marks) – Popularly referred as Civil Service Aptitude Test (CSAT).

Note: There is negative marking in the preliminary Examination and for every wrong answer 1/3rd mark would be deducted from your score.

 

Syllabus of Civil Services (Preliminary) Examination

General Studies – Paper I – Duration 2 Hours

  • Current events of National and international importance.
  • History of India National Movement
  • Indian and world Geography – Physical, Social, Economic Geography of India and the World
  • Indian Polity and Governance – Constitution, Political System, Panchayati Raj, Public Policy, Rights Issues, etc.,
  • Economic and Social Development – Sustainable Development, Poverty, Inclusion, Demographics, Social Sector initiatives, etc.,
  • General Issues on Environmental ecology, Bio-diversity and Climate Change that do not require subject specialization.
  • General Science

General Studies – Paper II – Duration 2 Hours

  • Interpersonal skills including communication skills;
  • Logical reasoning and analytical ability.
  • Decision making and problem solving.
  • General mental ability.
  • Basic numeracy (Numbers and their relations, orders of magnitude, etc.,) (Class X level), Data interpretation (Charts, Graphs, Tables, Data Sufficiency etc., – Class X level).
  • English language comprehension skills (Class X level).
  • Questions relating to English language comprehension skills of class X level (Last item in the Syllabus of paper –II) will be tested through passages from English language only without providing Hindi translation thereof in the question paper.
  • The questions will be of multiple choices, objective type.

Note: It is mandatory for the candidate to appear in both the papers of civil services (Prelim) Examination for the purpose of evaluation. Therefore a candidate will be disqualified in case he/she does not appear in both the papers of Civil services (Prelim) Examination.

Civil Services (Main) Examination:

  • Main Examination consists of two stages (i) Written examination and (ii) Personality test (Interview) based on the cumulative mark in two stages candidates are recruited on the merit system.
  • The Civil Services Main Examination is designed to test the academic talent of the aspirant, also his/her ability to present his/her knowledge in a clear and coherent manner. The main Examination is intended to assess the overall intellectual traits and depth of understanding of candidates rather than merely the range of their information and memory.
  • With the revised syllabus from 2013 onwards candidates required to write 7+ 2 papers in the main examination, all of them are descriptive type.

Paper A (300 Marks)

One of the Indian languages to be selected by the candidate from the languages included in the eighth schedule of constitution.

Paper B English (300 Marks)

Note: The two qualifying paper marks are not included in the merit.

Paper –VI Optional Subject – Paper 1      – 250 Marks

Paper –VII Optional Subject – Paper 2      -250 Marks

Sub Total (Written test) 1750 Marks.

Personality Test 275 Marks

Grand Total 2075 Marks

Personality Test:

  • The candidates will be interviewed by a board of competent and unbiased observers who will have before them a record of their career. The object of the interview is to assess the personal suitability of the candidate for the service. The candidate will be expected to have taken an intelligent interest not only in is/her subjects of academic study but also in events which are happening around him/her both within and outside his/her own state or country, as well as in modern currents of thoughts and in new discoveries which should rouse the curiosity of well–educated youth.
  • The technique of the interview is not that of a strict cross examination, but of a natural, though directed and purposive conversation, intended to reveal mental qualities of the candidate. The board will pay special attention to assessing the intellectual curiosity, critical powers of observation and assimilation, balance of judgement and alertness of mind, intiative, tact, capacity for leadership; the ability for social cohesion, mental and physical energy and power of practical application; integrity of character; and other qualities such as topographical sense, love for out-door life and the desire to explore unknown and out of way places.
